Desktop DBMS "FoxPro for Windows 2.6" does all that.
(see details in the FOXW2600.ESL runtime engine).
This 16-bit NE contains 1.5 Mb of the 32-bit kernel code.
NE uses DPMI+DOS services to allocate, read, write and execute 
code under Windows 3.1/9x/2000.
