Sorry for you, but you cannot simply convert a NE to a PE.

Reasons:
1) NE=16 bit Protected Mode Applications
    PE=32 bit Protected Mode Applications
2) NE = Constructed for Windows3.11 API
    PE = Constructed for Windows32 API

The only way for you will be a recompilation, and depending of
your application you have to rewrite whole parts of your code
due to the differences in 16 bit and 32 bit apps.
