Oops, I forgot the changelog:

Changes in 0.70 (30 Mar 1999)
  * added support for Linux/i386 executables
  * improved compression ratio quite a bit
  * added new compression level `--best' to squeeze out even some more bytes
  * win32/pe: tls support is much better now
  * win32/pe: --compress-icons=0 should really work too :-)
  * the ususal minor fixes for win32/pe (expect more to come)
