RVA2Offset and Offset2RVA...

I need a C/C++ source code for convert RVA to Offset and
Offset to RVA in a PE file, like:

long RVA2Offset( char* PE_FileName, long RVA );     return offset
long Offset2RVA( char* PE_FileName, long Offset );  return RVA
